当前，世界能源格局正处于深刻变革期，各国都旨在通过能源优势的自身强化，以期在新一轮能源革命中占据有利地位。而作为全球最大原油进口国的历史现实决定了中国将面临比其他国家更为艰巨的能源挑战。故此，丝绸之路经济带能源合作无疑成为保障中国能源安全、推动新一轮能源革命的重大抉择。而这一战略目标的实现，势必将更多地端赖于现有“委员会”机制的完善和“一带一路”能源俱乐部等多边能源合作体制的构建，在充分利用目前能源供大于求的情境下，扩展与“丝绸之路经济带”沿线国家在传统能源方面的合作；同时，也应充分考虑全球能源变革的低碳化转向，与沿线国家开展积极的新能源产业合作。

The Challenges and Chances of Global Energy Transformation for the Silk Road Economic Belt’s Energy Cooperation

Abstract: the Silk Road Economic Belt’s energy cooperation is undergoing a profound change of global energy transformation. Developed countries are committed to strengthening their energy advantage, in order to occupy a better position in the future. Therefore, in the Silk Road Economic Belt’s energy cooperation, on the one hand,Chinashould fully make use of the energy supply-command structure, enrich the traditional energy cooperation; on the other hand,Chinashould consider the turn of global energy to clean energy, having new energy cooperation along the countries. To realize these objects,Chinashould building bilateral and multilateral institutions to improve these regimes under the Commission Mechanism and Energy Club of Shanghai Cooperation Organization.
