风能相对于其他新能源而言，在中国新能源产业中是最为成熟的。然而，当前的“弃风”问题已成为国内进一步扩大风电规模的主要瓶颈。这不仅阻碍了中国风能产业的可持续发展，而且亦对中国能源安全形成新的挑战和威胁。当然，“弃风”并非中国独有，世界上许多国家在其风能产业发展的历程中都曾经历过这一问题，不同的解决之道为它们带来了不同的发展路径。因此，为了应对能源安全与气候变化的双重挑战，中国应当审慎借鉴他国应对“弃风”问题的法律实践，构建起适合中国国情的风能安全退出机制。

Wind Energy Security Withdrawal Mechanism Research

—— In the legal practice of the response to “abandoned wind” from the perspective of the countries

Abstract: InChina, wind energy is a relatively mature energy industry. However, the problem of wind curtailment has seriously hindered the sustainable development of wind energy industry ofChina. What’s more, it is also a severe challenge for the energy security ofChina. However, the wind curtailment is not unique toChina. Many countries in the course of its development of the wind energy industry have experienced this problem. Different approach of solutions brings different development paths for them. Therefore, in order to deal with the double challenges of energy security and climate change,Chinashould prudently learn from the legal practice of other countries to deal with wind curtailment, and to build the wind energy security withdrawal mechanism ofChina.
