实效是国际法的一个根本性问题，尽管它并不必然构成国际法效力的充分条件，但却是证明其存在之必要。当前，各国新能源的战略性发展无疑从经验角度印证了国际法的这种实效。而且可以看出，它不仅是国家对国际气候制度的遵守和对未来国际立法的考量，更是国家重塑国际法律秩序的一种战略选择。

On Efficacy of International Law: An Empirical Jurisdiction from State New Energy Strategy

     Abstract: Efficacy is a fundamental issue of international law． Although it is not sufficient condition of building validity of international law， it is a sine qua non for proving its existence． Nowadays， the development of various states' new energy strategy no doubt could prove the efficacy of international law from empirical perspective． The new energy strategy is not only a consideration for international climate system and international legislation， but also a strategy choice for the states to rebuild the international legal order．
