工业革命得以首发英国，与其能源变革密不可分。土地保有制度、煤炭产权的变化都有力地促进了这种转型的实现。因此，当前的中国能源立法，应借鉴这种立法与转型之间的、具有一般性意义的能源发展规律，确立起能源变革的元规则制度；并以“规则二元观”型构权力与市场，以期最终实现经济转型的历史重任。

Energy Legislation and Economic Transformation:

------A Review on the Origin of the British Industrial Revolution

Abstract: It is inseparable between the British Industrial Revolution and energy transformation. Especially, in some extent, the realization of transformation depends on the law of the British land and the change of coal ownership. Therefore, by reviewing the origin of the British Industrial Revolution, energy legislation should build up the primacy of energy transformation, break path dependence, urge energy innovation, and finally achieve the goal of economic transformation based on rule dualism.
