英国低碳能源法律政策发轫于布莱尔执政时期。在长达13年的发展完善中初步形成以市场为主、政府支持的低碳能源组合。这为英国应对气候变化、提升能源安全奠定了坚实的法律基础。从其发展历程来看，经济机遇和政策理念乃是推动英国新能源法律体系构建的核心要素。因此，在借鉴英国低碳能源法律政策的基础上，中国的低碳能源立法应坚持唯物主义的思考路径，社会规则二元观以及避免借鉴过程中的种族中心主义。

The Evolution of UK Low-Carbon Energy laws and Policies and Its Characteristics and Implication

Abstract: the Blair Government first began to draw up UK low-carbon energy laws and policies. Through a 13-year-development, it has taken shape a market-based, government-supported low-carbon energy mix to actively response climate change and energy security. From the perspective of its development history, economic opportunities and policy ideas jointly promoted the establishment ofUKlow-carbon energy laws and policies. In this regards,Chinashould draw onUKlow-carbon energy laws and policies, insist on materialism approach, dualistic social rule and avoiding ethnocentrism.
